An analysis of the formal and informal institutional frameworks governing street vending in urban public transportation systems: legal pathways toward state regulation

this research objective is appreciate the possibilities of regulation of hawker in the public transport system of cities, taking up how case study the stations and transports from Bus Rapid Transit (BRT) in the Recife's Metropolitan Region (RMR), guided by of theoretical framework of Neoinstitutionalism, which observes the institutions like "rules of the game" in the researched reality studied. Thus, for treating empiric research, the method used was the fieldwork, with focus in the observation systematic participatory and application of questionnaires surveys with the salesmen and passengers of BRT in the 2018 to 2020 period, beyond the documental research and bibliographic. This way, due to the study period covering the most serious phase of the Covid-19 pandemic, it was studied, above all, how the Public Power behaved in the face of street vendors. At end, it was verified not only the possible paths of regulation by the law of the trader activity today informal, as also the adherence of 91,4% of hawkers to the yours' activity normativity.
