Urban informality and institutionalization of land regularization actions in Informal Urban Centers in Southeast Pará

This article explores the relationship between Informal Urban Centers (NUIs) and the institutionalization of urban planning and land regularization actions in southeastern Pará, Brazil. The study evaluated the framework of land regularization policies and the adhesion of municipalities in the southeast of Pará to compliance with Law n. 13,456/2017, based on the analysis of the questionnaire applied in 18 municipalities in the region, with different situations of informality. Conceptually, we seek to understand the urban land issue and the urbanization process in the light of the concept of “extensive urbanization”, in an effort to answer the following question: How does the performance of local administrations in urban planning processes, especially land regularization, relate to the situations of informality in southeastern Pará? In addition to qualitative research, we carried out a literature review and documentary research on informality and urbanization processes. We conclude by showing that local administrations have made an effort to put into practice instruments for the implementation of urban policy, such as the Master Plan, the Zones or Special Areas of Social Interest (ZEIS/AEIS) and land regularization programs, however, due to the weaknesses identified institutions, land regularization instruments cannot be applied in their entirety.
