Analysis of municipal legislation on innovation in the municipalities of the state of Mato Grosso

Innovation is a key factor in economic and social development. To harness its potential, public policies are needed to encourage and support at all levels of government. The objective of this study was to analyze innovation legislation in the 141 municipalities of Mato Grosso, identifying patterns and trends. A qualitative, exploratory-descriptive approach was used, based on telematic documentary research in public and official databases of items published up to 2024. The search included the terms "innovate," "innovation," and "startup" in the summaries. After screening, 53 documents from 12 municipalities were selected. The content was analyzed using thematic analysis to categorize the documents into guiding elements, structuring elements, and sectoral stimuli. The results revealed that regulatory progress was concentrated in a few municipalities, particularly with regard to the creation of guidelines, objectives, councils, and innovation environments. However, there was a lack of formalization of principles and action plans, which compromises the coherence and effectiveness of public policies. Despite specific advances, the low institutionalization of innovation at the municipal level hinders the development of innovation ecosystems. This study contributes to our understanding of the institutionalization of innovation in municipalities and highlights the need for the implementation and effectiveness of policies to improve.
