Climate change adaptation and its contribution to the protection of the right to adequate housing

This research investigates how climate adaptation can contribute to the defense of the Fundamental Human Right to housing and the right to the city, given the current and expected effects of climate change. In this sense, it aims to understand the adaptive capacity to climate change in urban spaces as a way of reducing vulnerabilities and the importance of urban planning, integrated with other public policies, as a strategy to contribute to the realization of the social right to adequate housing. To this end, exploratory-descriptive research was carried out in a historical-dialectic materialist approach, studying the right to adequate housing in light of the Federal Constitution and the City Statute, as well as in line with Sustainable Development Goals 11 and 13 of the 2030 Agenda of the United Nations. As a result, it finds out that multi-level cooperation and multi-actor action is important for the promotion and implementation of integrated initiatives that are capable of preventing and reducing risks and damages caused by adversities arising from extreme weather events, as well as contributing to the adoption of climate adaptation measures and actions in cities to promote the Fundamental Human Right to housing, especially in favelas and urban communities, marked by vulnerability.
