PERSPECTIVES OF ENVIRONMENTAL PROTECTION IN THE WEST AMAZON
Contradictions of the Environmental Licensing Law and the Nature Conservation Units Protection System

In 2018, the Chico Mendes Institute for Protection of Biodiversity (ICMBIO) certified that Brazil has 18% of terrestrial ecosystems and 26% of marine ecosystems in protected areas. In the same year, 11 conservation units were created in the state of Rondônia, but eight days after the enactment of the decrees, the Legislative Assembly of Rondônia revoked them. Indicators of the weakening of the environmental licensing system regarding the protection of conservation units in the state of Rondônia are under investigation. The hypothetical-deductive method was used to formulate the assumption that the state's legal system has environmental licensing rules that are inconsistent with the laws of federal environmental protection for those areas. In the conclusion, the hypothesis is confirmed and suggestions are made aiming the solution of the identified problems.
