Resumo
O COVID-19 produzirá consequências ainda incalculáveis, em face da quais o Direito precisará apresentar soluções satisfatórias para um momento de crise como este. O Brasil, na linha do que vem ocorrendo numa série de outros países, está adotando medidas de enfrentamento ao surto de coronavírus, de acordo com a distribuição de competências legislativas e administrativas (materiais) prevista na Constituição Federal. O presente artigo busca, de um lado, apresentar a sistematização de tais competências constitucionais e, de outro, analisar criticamente se tal arranjo constitucional de funções legislativas e administrativas é satisfatório ao enfrentamento da crise causada pelo COVID-19.

Abstract
COVID-19 shall have unprecedented consequences. The Law needs to be able to present satisfactory solutions for a moment of crisis like this. Brazil, similar to what has been happening in several other countries, has been adopting measures to deal with the coronavirus outbreak, observing the constitutional division of legislative and administrative powers. On the one hand, this article aims to present the power distribution of such constitutional competences and, on the other hand, to critically analyze whether such a constitutional arrangement of legislative and administrative functions is satisfactory in coping with the crisis caused by COVID-19.
