Housing policy in Brazil: the right to housing under the concreteness of power relations

This article seeks to carry out a historical survey of the processes of creation and development of housing policy in Brazil, from when it was formally thought of as a State public policy, from the institution of the BNH, through the Minha Casa Minha Vida Program and by the Casa Verde e Amarela Program. Understanding housing policy through its historical representation helped to outline the complex relationship between knowledge and power acting in the models of a practice that has been redesigned since the middle of the 20th century around the argument of the housing deficit and the ideology of own home. In an interdisciplinary articulation that, in addition to being legal, is historical, social, economic and philosophical, we sought to understand the permissive conditions through which housing policy is a production of power closely articulated with the notion of crisis symptomatized by the housing deficit present in the country at the same time. over the last 60 years. Reaching its final objective, the article problematizes, from an archaeological critique, the anchoring of the policy of promoting access to housing to the notion of permanent crisis, as a historical constant that conditions it to unpredictability of the economic logic of cost-benefit in the distribution of resources.
