Policies of urban renewal and the right to the city: a case analysis of ‘Cracolândia’

Abstract

The urbanization process in Brazil occurred rapidly and chaotically in the 20th century, resulting in various problems such as slum formation, unemployment, homelessness, lack of infrastructure, and insecurity. In the city of São Paulo, this reality can be observed in various ways, one of which is through Cracolândia, a conglomerate of chemical substance users who have settled in the Campos Elísios neighborhood, generating the largest and most well-known hub of drug users, trafficking, and prostitution in the country. Consequently, several political plans aimed at urban renewal in the region have been created. In some cases, individuals' access to the right to the city is not provided. Therefore, this study was conducted through bibliographic review and documentary research, developed by analyzing the political plans of the city administration, namely "Nova Luz," "De Braços Abertos," and "Redenção." Hence, it is understood that the implementation of government policies should always consider their recipients, and in this case, urban renewal processes should increasingly allow residents the right to enjoy, engage, and access both public policies and services, as well as the city itself and the place where they live.
