Application of Decree-Law 89.817/ET-ADGV in the evaluation of the positional accuracy of urban mapping performed with remotely piloted aircraft

The Geotechnology market has seen significant growth in the use of Remotely Piloted Aircraft (RPA) in topographic mapping. Among the main factors for this phenomenon, there is an increase in the productivity of services by up to 80% and a reduction in costs. In view of these advantages, a question arises: In urban applications, where there is a need for accurate topographic mapping, can RPA be used to produce Geospatial Information? The main objective of this work is to answer this question by evaluating the positional accuracy of RPA in urban mapping, through the cartographic quality control method, established by Decree-Law nº 89.817/1984, which is the Cartographic Accuracy Standard for Products Digital Cartographic Data (PEC-PCD) using the Technical Specifications for Vector Geospatial Data Acquisition (ET-ADGV). After carrying out the aerial survey with RPA in the selected urban area, followed by adequate photogrammetric processing, Decree-Law 89.817/ET-ADGV was applied to the generated topographic products, which were classified as Class C on a scale of 1:1,000 and equidistance of 2m level curves. Thus, this work emphasizes the importance and necessity of applying this Decree-Law in the quality control of topographic products generated with RPA and the technical care necessary to obtain a better classification.
