Abstract

This work aimed to design a proposal of qualitative evaluation in human rights that could contribute to a pending subject in the monitoring systems promoted by the United Nations and the Inter-American System: the incorporation of qualitative information that recover the meanings constructed by people respect the fulfillment of their rights. For this, we combine the conceptual definition of "qualitative signs of progress" proposed by the Inter-American System in Human Rights with a methodological design that allow us to construct them in an inductive, comprehensive and situated manner, in correspondence with the defining characteristics of qualitative research. This is a commitment to expand the methodological tools in human rights, in order to transcend the logic of verification of quantitative indicators and advance in an understanding of the progress, setbacks and stagnation in terms of rights based on the meanings constructed by the people involved.
