Value co-creation in public-private partnership in the basic sanitation sector: the case of the municipality of Esteio/RS

This study aims to present the Public-Private Partnership (PPP) implemented in the municipality of Esteio/RS in the sanitation sector, seeking to analyze how the integration between the paradigm of value co-creation and relational governance can result in more legitimate, innovative, and socially aligned policies. It starts from the premise that neither the public nor the business logic alone is sufficient to achieve the goal of universal sanitation, making it essential to incorporate hybrid governance mechanisms and social participation. The research employs a qualitative methodology, with an exploratory approach and a case study in the Municipality of Esteio, which hosts the first Sanitation PPP implemented in the state of Rio Grande do Sul. Data collected from the implementation experience of the PPP in the sanitation sector reveal significant results in several areas, both in terms of technical efficiency and in innovation and public governance. A noteworthy highlight is the remarkable increase in sewage coverage, which advanced by 55 percentage points in just six years. The logic of value co-creation, as a dialogical process that adds value to the service when fully incorporated, ceases to be a theoretical concept and becomes a transformative practice, more legitimate and aligned with the needs of the community.
