Overview of active mobility and transport in the plan of the SDG: a bibliometric review on cycling

Abstract

The general objective of this work was to analyze the panorama of the updated national bibliographic production about active mobility and transport within the scope of the SDG / Agenda 2030 in Brazil, focusing on cycling as a mode/modal of transport. The proposed theme had as underlying context the public policy’s view, considering primarily the current relevance of studying the parameters and variables of well-being, “Social climate and quality of life of populations and communities, understood by the timeliness and coherence of the present study. In this sense, the justification consists of a multifactorial investigation, with interdisciplinary and comprehensive approach to active mobility in interface with the SDGs, critically analyzing the ethical, legal, regulatory, and sustainable perspectives tangent to the theme, and the socio-environmental impacts of Agenda 2030 on active transport policies on the national scene. The research developed was basic, primarily with a theoretical-doctrinal approach, with the application of a systematic-bibliographic and documentary methodology, with a rational and hypothetical-deductive character, bringing a critical-analytical view of the theme. The primordial technique used refers to the review of literature and doctrine, with the use of secondary data, proposing a quali-quanti analysis using the cartesian method, and having a descriptive and exploratory nature. The main conclusion found is that the legal norms existing in Brazil today still do not reach the effective implementation of active mobility and cycling policies as an active transport modal, as well as that the SDG guidelines and goals related to mobility are still being constructed / conformed, in a diffuse way, therefore it is not possible to affirm their effectiveness or their impacts and applications.
