It is observed that structural and economic movements in large urban centers, even in the so-called metropolitan regions, have affected changes in social behavior and displacements. Historically, cities were constituted to benefit and meet the needs of citizens who contribute financially, expecting a material and immaterial return, in their family and work routine, induced by the movement of capital balanced by the soul inducers of association and politics. These two preceptors, the induced movement of capital and the animic inductors of associations and politics, have waged a constant struggle, whether in the legislative aspect or in the activist aspect of social movements, to seek a temperance of a better quality of life in urban centers and metropolitan regions, in a flow of weight and balance between the economic (material) and the soul (immaterial). Under this rein, this article aims to analyze and problematize questions about the structural (dis)control of constructions in urban centers, affecting the psychic inducers of politics and association to the detriment of capital, causing changes, sometimes, imperceptible in the psychological, affecting people's social and relational behavior, promoting anxiety and sadness disorders. The key is to reflect on the speed of structural and economic changes in urban centers and metropolitan regions, without considering the social and political aspects, what this has affected people's behavior and what are the possible directions that could slow down or mitigate possible existing losses, evaluating the legal aspects and the role of the state. The research uses the hypothetical-deductive method, exploratory, bibliographical, and legislative qualitative analysis. In conclusion, given the structural and economic changes in urban centers and metropolitan regions, it is evident that the balance between the movement of capital and associative and political animating inducers is fundamental to promote a better quality of life. The clash between these preceptors occurs both in the legislative sphere and in the activism of social movements.
