IN SEARCH OF CONCEPTS OF HEALTH: THE SPEECH OF MANAGERS AND TECHNICIANS OF THE NATIONAL SCHOOL FEEDING PROGRAM IN THE STATE OF RIO DE JANEIRO

Abstract

Among the public policies of food and nutrition in Brazil, the National School Feeding Program (NSFP) is a privileged space for the promotion of healthy eating. Thus, the present study aims to understand the concepts of “healthy eating” by the actors who are directly involved in the management and execution of the NSFP. Individual interviews were conducted with 22 representatives of NSFP of 11 cities of the state of Rio de Janeiro. The results showed that the discourse of the managers and technical staff on “healthy eating” is strongly influenced by the technical knowledge on nutrition, though associating it with other dimensions such as culture, economics and agriculture. For the managers, the promotion of healthy eating goes beyond aspects related to knowledge acquisition and raise issues related to the access to healthy food, public healthcare and income. But in the technical staff’s discourse, the promotion of healthy eating is predominantly related to the transmission of technical knowledge in order to bring about changes of habits individually. Both managers and technical staff when they exemplified the promotion of healthy eating, included NSFP as a space that enables the execution of these actions. Finally, the study points to the challenge of expanding the concept of healthy eating and promoting healthy eating in the discourse and practice of these actors by incorporating  notions of right to adequate food, citizenship, among others.
