Historical-Political Changes In Brazil In the construction of the third sector
contemporary perspectives in the light of the regulatory framework

This article aims to analyze the impacts of historical transformations experienced in the
cultural, economic, and political areas of Brazil in the construction of Law No.
13.019/2014, known as the New Regulatory Framework for Civil Society Organizations. An
exploratory research method was adopted, with bibliographic, documentary, and
legislative review procedures, in order to understand the influence of historical factors on
the enactment of the law and its relationship with the realization of the fundamental
rights guaranteed by the Federal Constitution. The results showed that, although the
historical process experienced by Brazil has faced delays in advancements and in the
establishment of contemporary society, it contributed to the construction of a society that
values democratic principles. Consequently, although it has limited the performance of
Third Sector organizations, it has also enabled the integration of these organizations into
administrative activities as a mechanism to guarantee the social function, especially in the
state of Rondônia, where there is an exponential increase in actions to promote the Third
Sector.
