Resumo
O artigo analisa o impacto da criação de região metropolitana pelo Estado no exercício da competência municipal de promover o adequado ordenamento territorial. Parte-se do sistema de repartição de competências entre os entes federativos e da necessidade de atendimento de demandas urbanas específicas com vistas à integração, ao planejamento e à execução das chamadas funções públicas de interesse comum, conforme previsto no artigo 25, §3º, da Constituição Federal. A promoção do ordenamento territorial deve ser feita por todos os entes federativos, na medida de suas competências estabelecidas no texto constitucional, e, no caso de regiões metropolitanas, há necessidade de integração entre as políticas públicas da União, dos Estados e dos Municípios, não havendo espaço para decisões isoladas em relação a cada território municipal envolvido. Analisam-se, ainda, as regras constantes no Estatuto da Metrópole sobre a integração entre os entes federativos no exercício das funções públicas de interesse comum.

Abstract
The article analyzes the impact of the creation of metropolitan regions by the State in the exercise of municipal powers to promote proper land use. It starts with the distribution of powers among the federal entities system and the need to meet specific urban demands towards the integration, planning and implementation of the so called public functions of common interest, as provided for in Article 25, paragraph 3, of Federal Constitution. The promotion of spatial planning should be done by all federal entities, to the extent of its powers established in the Constitution, and in the case of metropolitan regions there is a need for integration of public policies of the Union, the states and municipalities, where there is no room for isolated decisions by each municipality involved. It also analyzes the rules in the Statute of the Metropolis on the integration of different federal entities in the exercise of public functions of common interest.
