La participación ciudadana en México: una condición para alcanzar la gobernanza territorial

Citizen participation is shown as a conditioner of territorial governance; for this reason, this article analyzes the current state of citizen participation and its organizations at the state level in Mexico; starting from theoretical references about territorial governance and citizen participation from its types, its institutionalization and the legal instruments that exist in Mexico to legitimize it.
Subsequently, a quantitative methodology is used that starts from the construction of a synthetic index of Citizen Participation by Federal Entity (2021) to analyze and characterize the current state of citizen participation in Mexico in the territory. This form of approach allows to have a current panorama of the object of study, by analyzing the phenomena that intervene in it, such a collaboration mechanism, open spaces, strategic actors, and civil society organizations.
The results provide a territorial analysis of citizen participation at the state level by means of which it is possible to show the implications of territorial governance to achieve being a benchmark within public policies and be considered as part of an urban development model that is distinguish by collaborative work where citizens positively and proactively influence decision-making.
