Walkability in public spaces listed as historical-cultural heritage: challenges for the realization of democratic and sustainable cities

Safe, inclusive, and accessible public spaces are fundamental for the realization of sustainable cities. Despite this, there are many obstacles to pedestrian mobility and accessibility in urban areas, especially those protected as cultural heritage sites. This theoretical article aims to discuss the challenges to walkability in public spaces that constitute designated historic centers. It utilizes Speck's (2016) perspective on walkable cities, filling a gap in the literature regarding intersection with the conception of sustainable cities embedded in SDG 11 of the Agenda 2030 and in the City Statute. Methodologically, the research is bibliographical and documentary, employing a qualitative, multidisciplinary approach with an analytical-descriptive character. The results support the premise that the deficit in urban structures for pedestrian mobility and the existence of architectural and urban barriers, accentuated by the peculiarities of city production processes, can lead to social exclusion and inequality, limiting the enjoyment of public spaces and urban amenities for individuals and groups in vulnerable situations. It is concluded that unequal walkability conditions result in the violation of human dignity, hindering urban development on democratic and sustainable bases, despite the existence of a regulatory framework for mobility management and cultural heritage preservation.
