Direitos humanos de pessoas com transtornos mentais: perspectiva de profissionais e clientes [Human rights of people with mental disorders: health professionals’ and clients’ views]

Objetivo: descrever a percepção de profissionais de saúde e clientes de um Centro de Atenção Psicossocial II (CAPS II) de um município do interior do Estado de São Paulo sobre os direitos humanos das pessoas com transtornos mentais. Método: estudo qualitativo, desenvolvido em 2008 e 2009 com cinco clientes e sete profissionais de saúde. Dados foram coletados por entrevista semiestruturada e analisados pela análise de conteúdo de Bardin. Pesquisa aprovada pelo Comitê de Ética em Pesquisa da Escola de Enfermagem de Ribeirão Preto da Universidade de São Paulo sob os protocolos nº 1038/2009; CAAE - 249 e nº 0919/2008; CAAE - 143. Resultados: clientes e profissionais argumentam que a discriminação e o preconceito prejudicam a concretização dos direitos das pessoas com transtornos mentais. Conclusão: a atitude dos profissionais como agentes multiplicadores de informações e facilitadores do envolvimento dos clientes e famílias é relevante para a consolidação dos direitos.
ABSTRACT
Objective: to describe the views held by health professionals and clients at a Psychosocial Care Center II (CAPS II) in a municipality in São Paulo State regarding the human rights of people with mental disorders. Method: in this qualitative study of five clients and seven health professionals, data were collected in 2008 and 2009 by semi-structured interview and analyzed using Bardin’s content analysis. The project was approved by the Ethics Review Board at the School of Nursing of São Paulo University at Ribeirão Preto (Protocols Nos. 1038/2009; CAAE - 249 and 0919/2008; CAAE – 143). Results: clients and professionals argue that discrimination and prejudice impair fulfillment of the rights of people with mental disorders. Conclusion: health professionals are disseminators of information and facilitators of clients’ and families’ involvement and, as such, their attitudes are relevant to securing rights.

Objetivo: describir la percepción de profesionales de salud y clientes de un Centro de Atención Psicosocial II (CAPS II) de una municipalidad en el interior del estado de São Paulo sobre los derechos humanos de las personas con trastornos mentales. Método: estudio cualitativo, realizado en 2008 y 2009, junto a cinco clientes y siete profesionales de salud. Los datos fueron recolectados por entrevista semiestructurada y analizados por el análisis de contenido Bardin. La investigación fue aprobada por el Comité de Ética en Investigación de la Escuela de Enfermería de Ribeirão Preto de la Universidad de São Paulo, Nº de protocolo 1038/2009; CAAE - 249 y Nº 0919/2008; CAAE-143. Resultados: clientes y profesionales argumentan que la discriminación y el prejuicio perjudican la consecución de los derechos de las personas con trastornos mentales. Conclusión: la actitud de los profesionales como multiplicadores de información y facilitadores de la participación de los clientes y sus familias es relevante para la consolidación de los derechos.
