Pacto pela vida: da gestão à prática do cuidado em saúde e enfermagem – revisão narrativa [Pact for Life: from management to practice in health care and nursing – narrative review]

Objetivou-se analisar as prioridades e os objetivos estabelecidos no pacto pela vida, no que se refere à atenção à saúde de grupos populacionais, suas interfaces com a enfermagem e os desafios que envolvem sua implementação. Estudo qualitativo, com técnica de revisão narrativa, a partir de bibliografias selecionadas nas bases de dados Scientific Electronic Library Online, biblioteca virtual em saúde e documentos oficiais publicados no período de 2006 a 2010. Foram constituídos três eixos de análise e reflexão: O pacto pela vida: prioridades e objetivos; A vida humana como substantivo da atuação da enfermagem; e Desafios do pacto pela vida: em busca de novas perspectivas para as práticas de saúde e enfermagem. Essa dimensão narrativa pode agregar valor aos pactos, a partir do compromisso e consenso dos profissionais na prática do cuidado à saúde e da interlocução assistencial entre o plano gestor e os usuários do sistema de saúde.
ABSTRACT: The aim was to examine the priorities and objectives set out in the Pact for Life, with regard to health care of population groups, its interface with nursing, and the challenges posed by implementation. This qualitative study employed the technique of narrative review from selected bibliographies in the Scientific Electronic Library Online and Virtual Health Library databases, and official documents published from 2006 to 2010. Three lines of analysis and thinking were constructed: the Pact for Life, priorities and objectives; Human life as the essence of nursing; and Challenges facing the Pact for Life: seeking new outlooks for health care and nursing. This narrative dimension can add value to the pacts, building on health professionals’ commitment to health care and on dialogue on health care between health system management and users.
RESUMEN: Se objetivó analizar las prioridades y los objetivos establecidos en el pacto por la vida, tenendo en cuenta la atención a la salud de grupos de poblaciones, sus interfaces con la enfermería y los retos que los envolucran. Estudio cualitativo, con técnica de revisión narrativa apoyada en bibliografías seleccionadas en las bases de datos Scientific Electronic Library Online, biblioteca virtual en salud y documentos oficiales publicados en el período de 2006 a 2010. Se crearon tres ejes de análisis y reflexión: El pacto por la vida: prioridades y objetivos; La vida humana como sustantivo de la actuación de la enfermería; y Retos del pacto por la vida: en búsqueda de nuevas perspectivas para las prácticas de salud y enfermería. Esa dimensión narrativa puede agregar valor a los pactos, con el compromiso y consenso de los profesionales en la práctica del cuidado a la salud y de la interlocución asistencial entre los gestores y los usuarios del sistema de salud.
