“Crowdfunding” em políticas públicas: ciberparticipação e espelho referencial à agenda política

Sob a lógica da Constituição Federal brasileira de 1988 e através dos aportes da fenomenologia, intenta-se um estudo jurídico e crítico acerca da ciberparticipação, através dos instrumentos de crowdfunding, no reconhecimento do problema em políticas públicas e da formatação da agenda política. Assim, no primeiro item se realizou uma abordagem conceitual e crítica sobre o “problema” em políticas públicas e a sua inserção na agenda política. Em seguida, o estudo dedicou-se a elucidar o atual cenário da ciberparticipação política-pública e do e-gov no Brasil. Por fim, avaliou-se a possibilidade de utilizar-se as práticas e instrumentos de crowdfunding para o debate sobre o problema em políticas públicas e a formatação da agenda política, reforçando-se a ciberparticipação. Em conclusão, obteve-se, em termos gerais, que a utilização das práticas de crowdfunding e ciberparticipação em políticas públicas, especialmente, na fase de definição do problema, fortalece os ditames constitucionais de cidadania ao mesmo tempo que confere uma plataforma referencial aos agentes políticas na formatação da agenda política.
