Defending the Rights of the Elderly: Social Control in the City of Rio de Janeiro

Abstract

This article addresses the participatory dynamics in the Municipal Council for the Defense of the Rights of the Elderly in the City of Rio de Janeiro (Comdepi-Rio), based on a literature review and document analysis. To analyze the political-institutional configuration of Comdepi-Rio and the participation of council members, its legislation and minutes of the assemblies held between June 2022 and October 2023 were examined. The research results indicate that Comdepi-Rio presents difficulties related to its composition and representativeness, low participation, lack of training initiatives for council members, dependence on the State and its primacy in the presidency of the council without alternation with civil society, and the conflict of interests surrounding the Municipal Fund for the Elderly. These tensions make its dynamics complex and hinder its autonomy.
