Abstract

The objective of this article is to analyze insurance/security and social security policies and the rights of elderly people in capitalism. It is based on Gramscian thought, considering the structure/superstructure of insurance/rights and social struggles. The article adopts the form of an essay as a critical reflection grounded in a critical-historical framework within the context of Brazilian socioeconomic formation. It exposes insurance and rights defense policies in Brazil, considering the regulations concerning social security, care, and rights. It highlights the social-democratic perspective of the 1988 Constitution and the neoliberal perspective, which reduced rights and imposed a social security reform with higher contributions and older retirement ages. It concludes that aging and old age are inscribed in the structure/superstructure relationship in multiple ways, configuring social-democratic or neoliberal proposals within the complex relationship between the State, the economy, and society.
