Resumo
O objetivo desse artigo é analisar o comportamento da Comissão Interamericana de Direitos Humanos (CIDH) diante dos processos de ruptura democrática em Honduras (2009), Paraguai (2012), e Brasil (2016). Para isso apresentamos o desenvolvimento da relação entre democracia e direitos humanos no âmbito da normativa interamericana e da história da CIDH. Em seguida apresentamos de forma sucinta as características dos processos políticos nesses três países, que permitem compreendê-los como exemplos de um mesmo tipo de ruptura democrática. Finalmente, discutimos o comportamento da Comissão diante desse quadro, buscando compreender os limites e as possibilidade de sua atuação, e o impacto de suas decisões para o futuro do sistema interamericano de direitos humanos.

Abstract
This article aims to analyze the actions of the Inter-American Commission on Human Rights (IACHR) tconcerning the recent democratic disruptions in Honduras (2009), Paraguay (2012), and Brazil (2016). To fulfill this goal, we discuss the historical work of the Commission on behalf of democracy in the continent, as well as the Inter-American norms concerning democracy and its connection with the defense of human rights. In the follow, we briefly discuss the common features of the three political processes of democratic disruption, and the behavior of the IACHR towards them up until now. Finally, we argue that although this is a very sensitive and politically charged subject, it also represents an opportunity for the Commission to reaffirm its importance in the defense of human rights and democracy.
