Propomos discutir o direito à cidade como uma reflexão teórica sintonizada aos movimentos sociais urbanos e organizações da sociedade civil, tanto em sua atuação direta nas causas e locais em que se empenham, quanto nos espaços de participação institucionalizada. Neste ensaio de natureza teórica, buscamos refletir sobre aspectos da política macro e microterritorial, assim como o direito à cidade, para então problematizar o projeto utópico iniciado por Henri Lefebvre (2001) e reforçado por David Harvey (2013, 2014) como possibilidade de saída para os diversos insucessos relatados nos espaços de participação institucionalizada em seu aspecto de controle social e de efetiva busca por uma cidade mais justa e inclusiva. Pensamos a política microterritorial em conexão à política macroterritorial, cujo fim é o direito a um futuro diferente para que se controle de forma efetiva os espaços voltados para o controle social de políticas públicas. Como contribuição central, evidenciamos que tal conceito pode ser utilizado para tratar simultaneamente da política micro e macroterritorial, em uma abordagem que considere a totalidade da cidade, tendo em mente que os atores da sociedade civil por vezes atuam em diferentes causas e priorizam diferentes demandas, mas que em sua essência concorrem a um mesmo direito, o direito à cidade.

Abstract
We propose to discuss the right to the city as a theoretical reflection tuned to urban social movements and civil society organizations, both in its direct action on the causes and locations that they are committed to, as well as in the spaces of institutionalized participation. In this theoretical essay, we seek to reflect on aspects of macro and microterritorial policies and the right to the city, and then discuss the utopian project initiated by Henri Lefebvre (2001) and reinforced by David Harvey (2013, 2014) as a route out of the various failures reported in the spaces of institutionalized participation in its aspect of social control and effective search for a more just and inclusive city. We think the microterritorial policy in connection with macroterritorial policy, both pursuing the right to a different future and effective control of the spaces already dedicated to social control of public policies. As a central contribution, we noted that this concept can be used to treat both the micro and macroterritorial policy, an approach that considers the entire city, bearing in mind that civil society actors sometimes act in different causes and prioritize different demands, but in essence they compete for the same right, the right to the city.
