the implementation of the Ensina Brasil Program in the Municipality of Vitória–ES and its consequences for public education (2021-2024)

This article analyzes the implementation of the Ensina Brasil program in the municipal public network of Vitória-ES between 2021 and 2024, assessing its impacts within the framework of corporate education reform. The study uses a documentary and critical approach, analyzing regulations, technical reports, and institutional data. It was observed that the program contributed to teacher precarization by flexibilizing hiring practices and replacing public tenders with private selections, while also weakening democratic school management. Despite being presented as an innovative and equitable solution, the results reveal contradictions between its stated goals and real impacts, highlighting a trend toward indirect privatization of public education and adherence to neoliberal practices. Vitória-ES's experience reflects structural tensions between the public and private sectors, emphasizing the need to strengthen equity principles, enhance teacher career appreciation, and promote democratic management as fundamental pillars of quality public education.
