HEALTH MANAGEMENT CONSIDERING FINANCING INSTABILITY AND GOVERNMENT PROPOSALS

a case study on Campos dos Goytacazes-RJ, 2009 to 2020

Abstract

The health services in Campos dos Goytacazes have experienced quite a number of difficulties and management problems in achieving the desired level of health and well-being for the population. This article explores the potential impact of oil resource reductions and the various management models suggested in the mayors' government programs on public health policies in this municipality from 2009 to 2020. The research is of a descriptive nature and uses quantitative and qualitative instruments, respectively, to analyze the relationship between health financing and the different management proposals for health in the municipality in 2012 and 2016. The research revealed that, between 2009 and 2020, health funding in the municipality was directly affected by fluctuations, either up or down, in revenues from oil compensations. It was also observed that the health management proposals for the city varied primarily in their emphasis on primary care. The reduction in extraordinary revenues, more noticeable in 2016, and the change of administration by vote have influenced the complex network of services provided to the population by the Unified Health System, demonstrating that funding and municipal management proposals are two of the primary factors affecting the health and well-being of the population.
