THE INFLUENCE OF THE BRAZIL WITHOUT HOMOPHOBIA PROGRAM ON SUBNATIONAL LGBTQIA+ POLICIES OF A BRAZILIAN STATE

This article aims to analyze the development of ordinary legislation focused on the sexual rights of the LGBTQIA+ population in a northeastern state of Brazil in the period after the creation of the Brazil Without Homophobia Program - BSH (2004-2021). The research is explanatory, of qualitative nature, consisting of a research in public domain documents, whose data were treated by the use of the content analysis method. The empirical corpus reveals that after the BSH, the state had an advance in the legislation investigated, despite periods of stagnation, however, these milestones have little normative force. The federative dynamics analyzed indicates the possible relationship between actions of federal and state governments, trends for the positiveization of laws in public policy sectors, political-party dynamics and the sharing of strategies between the BSH and the common legislation studied.
