Resumo: O artigo discute a necessária tomada de consciência dos cidadãos, enquanto titulares dos direitos sociais, na luta pela “realização política” dos direitos sociais, diante de um Estado guiado por uma coalização econômica que busca a desconstrução dos direitos sociais. Adotou-se como metodologia para uma abordagem qualitativa, a revisão bibliográfica, numa perspectiva crítica. Inicialmente abordamos a teoria da cidadania e seus direitos correspondentes, construída por Marshall. A seguir, traçamos o processo inverso de construção dos direitos de cidadania no país, com foco nos direitos sociais. Buscamos questionar os limites impostos à cidadania social no contexto do capitalismo orientado pelo ideário neoliberal e a necessidade de tensionamento pela “realização política” dos direitos sociais. Concluímos que tão importante quanto a construção dos direitos sociais é assegurar a tomada de consciência e participação ativa dos cidadãos, enquanto titulares de direitos capazes de contraporem-se ao processo de desconfiguração do estado de bem-estar social edificado na Constituição Federal de 1988.

Abstract: This article discusses the necessary awareness of citizens, as holders of social rights, in the struggle for the "policy realization" of social rights, before a State guided by an economic coercion that seeks the deconstruction of social rights. The methodology for a qualitative approach was adopted, the bibliographical review, in a critical perspective. Initially we approached the theory of citizenship and its corresponding rights, built by Marshall. Next, we outline the inverse process of building citizenship rights in the country, focusing on social rights. We seek to question the limits imposed on social citizenship in the context of capitalism guided by neoliberal ideology and the need for tension by the "policy realization" of social rights. We conclude that as important as the construction of social rights is to ensure the awareness and active participation of citizens, as holders of rights capable of opposing the process of deconfiguration of the welfare state built in the Federal Constitution of 1988.
