THE THE EFFECTS OF THE DESTRUCTURING OF THE NATIONAL FOOD SECURITY SYSTEM (2019-2022) ON THE FOOD SECURITY COUNCIL OF THE MUNICIPALITY OF RIO DE JANEIRO (CONSEA Rio)

In view of the critical numbers that indicate that a significant part of Brazilians live in a state of severe food insecurity and in the context of the disorganization of the National Food and Nutrition Security System (SISAN) during the 2019-2022 four-year period, following the extinction of the National Food and Nutrition Council, and Nutritional Security (CONSEA), with this work we seek to analyze the effects caused by such a derangement on the activities carried out by the Food Security Council of the Municipality of Rio de Janeiro (CONSEA Rio), thus contributing to the increase in hunger numbers in the Municipality From Rio. To develop the analysis, the history of the hunger problem in Brazil was outlined, addressing the government measures that were adopted to deal with the situation. Subsequently, we present the SISAN structure and how it works. We then address the way in which this system was destructured following the extinction of CONSEA and, finally, we analyze the effects caused by the extinction of the aforementioned national entity on its municipal counterpart in Rio. We conclude, therefore, that despite the destructuring of SISAN, the lack of monitoring and evaluation of public policies implemented in the period in question and all the budgetary difficulties faced, CONSEA Rio managed to continue mobilizing for the execution and monitoring of public security policies food, especially during the pandemic, avoiding an increase in hunger numbers in the Municipality and suggesting the effectiveness of the systemic model put into practice until then, based on social participation and the independence of its components that, when articulated, must act in collaboration.
