Socio-educational Policy in the State of Rio de Janeiro: Protection or Punishment?

Abstract

This article analyzes how socio-education policy in the state of Rio de Janeiro has fared in the face of the protective perspective strengthened by the Statute of the Child and Adolescent. We used documental research as a methodological way of problematizing this issue. It was possible to verify that there is a constant practice of increase in violence in socio-educational policy, specifically with adolescents deprived of their liberty, in the state of Rio de Janeiro. There is an advance in the punitive practices produced by the state, in contradiction to the ECA. The punishments of the old juvenile codes are being reconfigured in the context of the comprehensive protection policy. Violences and resistances collide in the field of children's and adolescents' rights, understanding that this is not a monolithic and static field.The racial debate is central to the subject under study.
