Violations of Rights in Early Childhood: A Study Based on Complaints to the Guardianship Council

Abstract

The aim of this article is to reflect on violations of the early childhood rights of young children and their manifestations in Campos dos Goytacazes/RJ, with reference to the complaints that reach the Conselho Tutelar. This is a quantitative-qualitative study, which used descriptive statistical analysis of secondary data from Disque 100, IBGE, CadÚnico and local institutional documents, as well as a survey and categorization of the administrative processes of the Conselho Tutelar IV for the period from January to July 2023. In addition, semi-structured interviews were conducted with conselheiros tutelares and a qualitative documentary analysis of the Municipal Social Assistance Plan. The course of the studies, based on a critical perspective, allowed us to see the various rights violations affecting children in Campinas today and the gaps in the municipality that make it impossible to achieve full protection for children. The analyses were carried out through universal-particular-singular mediations in which it was possible to see how these violations could be tackled by strengthening mobilizations and collective actions to guarantee and enforce rights.
