Access to social rights for adolescents with disabilities: an analysis from the health sector

Abstract

This article aims to present and discuss the challenges to guaranteeing the rights of adolescents with disabilities and their families served by the Center for Studies on Adolescent Health/State University of Rio de Janeiro (Nesa - Uerj), linked to the Pedro Ernesto University Hospital (Hupe). Considering the services provided by the Social Service, based on the analysis of social records, it was possible to identify and analyze the main difficulties in accessing social rights related to health by the research subjects. The difficulties in access originate from the implementation of social policies to the organization of services, which imposes significant barriers to the realization of social rights. It is concluded that the policies and programs were not built in an integrated manner, and this has repercussions on the quality of health care and social protection. With the advancement of neoliberal measures to reconfigure the State, there is an increasingly expressive tendency to deny social rights to this public.
