Neoliberalism, an economic doctrine that advocates for minimized state intervention and the promotion of free competition, has significant implications for human rights, particularly regarding human development. This study investigates how neoliberalism affects public budgets allocated to the LGBTI community, focusing on the consequences of these economic policies on investments in public policies aimed at this population. The general objective is to examine the impact of neoliberalism on public spending on the LGBTI community. Specifically, the study aims to identify budgetary variations over the years, analyze how these changes affect the execution of public policies, and discuss the role of these policies in the human development of this community. The research addresses the problem: What has been the impact of neoliberalism on the reduction of public budget spent on the LGBTI community? A bibliographic methodology is used to theoretically underpin the concepts of neoliberalism and austerity and their implications on the right to development. The results indicate that, despite specific advances, there is a trend of reduction in the budget allocated to policies for the LGBTI community, reflecting the limitations imposed by the neoliberal economic model that prioritizes cuts in social spending. The conclusions reinforce the need to reassess economic policies to promote more inclusive and equitable human development.
