Content analysis as a technique for the legal-institutional analysis of public policies

The objective of this article is to propose a model that contributes to the legal-institutional analysis of public policies, in light of the Law and Public Policies (LPP) approach. Through bibliographical research, it is proposed to answer the following research problem: the application of content analysis techniques, supported by the analytical categories proposed by Laurence Bardin (Bardin, 2020), can contribute to the development of generalizable research procedures that enable the legal analysis of public policies at the macro, meso and micro-institutional levels of the government (Bucci, 2021)? The hypothesis is that content analysis techniques are promising tools for investigating the contributions of law to public policies and for measuring the degree of legal institutionality of government action based on the roles played by law within the scope of government action (Coutinho, 2013). Content analysis as a technique for the legal-institutional analysis of public policies, in addition to being original, is a model that is easy to apply in practice and is very useful for its purposes. It is concluded that the proposed legal-institutional analysis model has the potential to offer generalizable research procedures and contribute to the improvement of public policies.
