Reconstruction and Asymmetries in Climate Governance in Rio Grande do Sul

This article examines the post-2024 reconstruction process in Rio Grande do Sul (RS), investigating, through the lens of disaster sociology, how a governance structure marked by opacity and power asymmetries emerges. The study analyzes the sociohistorical dynamics that shape the production of environmental vulnerabilities, as well as the legal and institutional responses articulated through the Plano Rio Grande. By mapping key arenas and actors, the article shows how institutional responses may paradoxically catalyze the emergence of new socio-environmental risks.
