Resumo
Durante a pandemia de covid-19, uma coalizão de organizações, movimentos e coletivos de favela obteve uma intervenção sem precedentes do Supremo Tribunal Federal na política de segurança pública do Rio de Janeiro, em face da violência policial e do racismo. Este estudo investiga o processo jurídico e político de construção dessa ação e seus primeiros desdobramentos a partir do campo de estudos da mobilização do direito.

Abstract
During the covid-19 pandemic, a coalition of organizations, social movements and favela collectives obtained an unprecedented intervention by the Supreme Court in Rio de Janeiro's public security policy, in face of police violence and racism. This study investigates the legal and political process of construction of this legal action and its first consequences, in dialogue with legal mobilization studies.
