REFORMA EMPRESARIAL DA EDUCAÇÃO, TERCEIRA VIA E A EDUCAÇÃO PROFISSIONAL E TECNOLÓGICA: PRONATEC

This article aims to make a brief exposition of the National Program for Access to Technical Education and Employment (PRONATEC) - work carried out in my master's dissertation defended in 2018 at the Fluminense Federal University (UFF) - from its contextualization in the context of the political-ideological disputes for the promotion of the education market given by the multiple determinations exercised by the "new right" and its defenders and their forceful attacks to promote the education market, relying mainly on the action of international organizations, education entrepreneurs, as well as educational foundations (FREITAS, 2012; MARTINS, 2016). We will focus as illustrative data on the PRONATEC Young Apprentice of Sport (PRONATEC-JADE) held in Rio de Janeiro for the preparation of manpower to work in the Rio 2016 Olympic Games. Thus, we will present some critical notes regarding the aforementioned program based on the fieldwork carried out from interviews conducted with graduates of the aforementioned program, triangulating with reports produced by the Federal Court of Accounts (TCU) of analysis and inspection of Pronatec between the years 2015 and 2016, as well as complementary bibliography (Souza (2017), Domingues (2016), Melo (2015) and Ananias (2015)). As for the theoretical-methodological framework, we start from the epistemological foundations of historical-dialectical materialism (CIAVATTA, 2009 and 2014; FRIGOTTO, 2009 and 2010; KOSIK, 1976; MARX, 2008 and 2009).
