Payment for environmental services with the vector of water crisis mitigation in cities: case study of Balneário Camboriú/SC

The article examines the implementation of Payment for Environmental Services (PES) as a strategy to mitigate sanitation problems related to water supply in Balneário Camboriú (SC), Brazil, using the Water Producer Project as a case study. The objective is to evaluate how PES contributes to the conservation and improvement of the quantity and quality of water in watersheds. The article's methodology combines a bibliographic review in urban law, environmental law, governance, and water management with an analysis of documents and reports from the local project. The study contextualizes the conceptual and legal aspects of PES and details its practical application in the Camboriú River watershed, which faces challenges of uncontrolled urbanization and seasonal population. The results of the program, implemented 15 years ago, restored 39.11 hectares of vegetation and protected springs, improving water quality and supply to cities. The engagement of rural landowners and the participation of multiple institutions were crucial for success. Thus, the work contributes by demonstrating the effectiveness of PES as a tool for water sustainability and social inclusion in urban settings.
