To this end, we build the argument from the discussion of the assumptions of cultural-historical approach, emphasizing the importance of social experiences in the formation of higher psychological processes in the development and learning of students with disabilities. The ideas presented intend to reaffirm that the conditions of school life are crucial to the development and learning of these students. Also seek to question the role of government in regard to formulation of policies geared to students with some type of disability.
