THE IMPLEMENTATION OF THE “EDUCATION & TRAINING PROGRAM 2020” IN PORTUGUESE SCHOOLS WITHIN THE FRAMEWORK OF THE EUROPEANIZATION OF EDUCATIONAL POLICIES

The 2020 Education & Training Program emerges in the European educational policies European context, being especially directed to the specific timeframe from 2010 to 2020, assumed as a period relevant for overcoming the economic crisis in Europe. We seek, through the analysis of the political-normative discourse, to understand how the European directives of the “Education & Training Program 2020” were interpreted at the national level and to know the perceptions of directors/managers of educational and training institutions about the Program and its applicability and effects in educational practice. The research methodology used was predominantly of a qualitative nature, choosing document analysis and interviews as data collection techniques and content analysis as a technique for analyzing the data that emerged from the empirical corpus. We analyzed the “2020 Education & Training Program” and other reference documents considered relevant to the investigative process and consulted with the principals of schools and school groups in the central region of Portugal. We conclude that the recommendations conveyed by the different European bodies were, in a global way, incorporated into the political and normative discourse, assuming the “Education & Training Program 2020” as a strategic document for the development of skills in the population with the aim of boosting socioeconomic development. Data analysis also made it possible to infer, based on the perceptions of the interviewees, that a positive evolution is confirmed in terms of meeting the goals pre-established by the Program and that all schools and groups studied had the "Education & Training Program 2020" as a reference in their educational activities.
