The urbanization process after the 1990 indicates a strong change in morphology and urban socio-spatial relations, especially in mid-sized cities. Such transformations in many Brazilian mediun cities, are the results of a restructuring of the economic and productive field, reflected in the city. The dynamic property expressed this reflex. The owners of rural and urban land, real estate developers and ownersof construction industry, with its economic interests, agents emerge as prevalent and often their performance is strengthened by the public. The current public policies of the federal government for access to housing have promoted new relationships and new interests ahead to the possibilities of investment and financing / real estate debt. In this contextdenotes that there is a certain perversity in / of the process of access to land and housing for control of real estate agents and circuits of capital and the ruling class, leading to social exclusion and spatially, strong compression and diffusion. The article presents partial results of doctoral research on the dynamics of the housing market in Passo Fundo/RS, average city and regional center.
