The land subdivision in the Bela Vista neighborhoods in Mossoró, Rio Grande do Norte.

Abstract

The Brazilian population has been increasingly concentrated in urban areas, which increases the demand for housing. In this context, this study seeks to understand the transformations in the urban space of Mossoró/RN and their social implications, with the objective of analyzing how land subdivision occurs in the Bela Vista neighborhood. To this end, the research examined the subdivision projects approved for the area up to March 2024, made available by the local licensing agency. Based on the land subdivision maps and the delimitations of public areas provided for by law, fieldwork was carried out. It was found that, of the 14 subdivisions approved in the neighborhood, seven were authorized as open subdivisions, and one of them built walls around its perimeter, in disagreement with Complementary Law No. 44 of the municipality of Mossoró/RN, which regulates land subdivision in closed subdivisions. On the other hand, six subdivisions were approved in this modality in the neighborhood. The research revealed a strong tendency towards the implementation of gated communities in the area, resulting in the appropriation of 13 hectares of public areas, destined, by concession, for condominiums. Other agents involved in the co-optation of public areas were also identified, such as private agents, residents and associations.
