Resumo: O artigo apresenta o governo digital sob a perspectiva de política pública, de sistema normativo e de arranjo institucional. Identifica normas e arranjos institucionais na política desenhada pelo governo federal brasileiro. Considera o ponto de vista das unidades da federação, para indicar a necessidade de integração federativa com preservação da autonomia local em face do protagonismo federal. E, por último, discorre sobre as virtudes, os riscos e os desafios para os entes da federação no desenvolvimento da política de governo digital.

Abstract: The article explores the idea of digital government conceived as a public policy, a regulatory system and an institutional arrangement. It identifies norms and institutional arrangements in the policy designed by the Brazilian federal government. And in regard of the federation units, it indicates the need for federative integration with preservation of local autonomy in the face of federal protagonism. And, finally, it discusses the virtues, risks and challenges in the development of digital government policy.
