Abstract

O artigo pretende analisar, a partir da experiência vivida no Estado do Rio de
Janeiro, as implicações entre o novo Regime de Recuperação Fiscal, destinado a sanar as
contas dos entes subnacionais em dificuldade fiscal, e a regra de autonomia de gestão
financeira das universidades públicas, que tem previsão no art. 207, da Constituição Federal.
