Resumo
Ensaio teórico orientado pela pergunta de partida: como a seletividade das políticas imigratórias brasileiras influenciam na institucionalização do racismo? Percorre-se, por meio de autores do pensamento constitucional brasileiro, outras literaturas nacionais e internacionais, itinerário histórico das políticas imigratórias brasileiras. Desenvolve-se um conceito de hospitalidade universal mitigada sob à égide das imigrações seletivas.

Abstract
Theoretical essay guided by the starting question: how does the selectivity of Brazilian immigration policies influence the institutionalization of racism? Through authors who has Brazilian constitutional thoughts, national and international literatures are explored, because they are historical itinerary of Brazilian immigration policies. This create a concept of universal hospitality is mitigated based on selective immigration.
