Resumen

El artículo realiza una comparación entre los momentos constituyentes venezolanos de 1999 y 2017, a partir de los contextos que les dieron lugar y de los mecanismos de participación popular para su activación, convocatoria y deliberación. La comparación realizada posibilita la formula algunos desafíos para el proceso político bolivariano.

Abstract

This article compares the two Venezuelan constituents processes held in 1999 and 2017, departing from the contexts in which they arise and the mechanisms of popular participation that made possible its activation, calling and deliberation. This comparison gives us the tools to formulate and to enunciate some of the challenges that the Venezuelan Bolivarian process still need to face.
