Resumo
Este trabalho aborda a relação dos idosos – enquanto categoria – no atual Estado Democrático de Direito, no que tange à promoção de programas e políticas sociais, num cenário de envelhecimento da população e diminuição de contribuintes aos fundos públicos de previdência, devido à tendência mundial de baixa natalidade, além de problemas ideológicos e de gestão que assolam a possibilidade de um sistema capitalista sustentável.

Abstract
This paper addresses the relationship of the elderly – as a category – in the current Democratic State of Law, regarding the promotion of programs and social policies, against a backdrop of an aging population and reduction of taxpayer funds to public welfare due to global trend of low birth rate, and ideological problems and management that plague the possibility of a capitalist system sustainable.
