Fiscal federalism and effectiveness of human dignity
Analysis applied to health financing in the municipalities of costa do discovering of the state of Bahia

This paper aims to analyze the weaknesses of Brazilian public financing resulting from the distribution model of administrative and financial competences established in the Federal Constitution of 1988 (CF / 88), and its impact on the effectiveness of fundamental rights linked to the promotion of human dignity. More precisely, it is a matter of verifying whether the current policy of regionalization of health actions, within the scope of basic care and considering the budgetary reality of the municipalities, impacts on meeting local public health demands. The analysis will be applied to the reality of the municipalities that constitute the identity territory of the Costa do Descobrimento, in the State of Bahia, based on public data referring to the municipal budgets and health indicators of each municipality. The concepts of cooperation federalism will be addressed; municipal public financing; identity territory; dignity of human person; and health actions. The work was based on the works of Milton Santos (1987) and Jairnilson Paim (2015), as well as data published by the Brazilian Institute of Geography and Statistics (IBGE), Institute of Applied Economics Research (IPEA), IT department of the System Unified Health System of Brazil (DATASUS), National Council of Municipal Health Secretariats (CONASEMS) and Superintendence of Economic and Social Studies of the State of Bahia (SEI).
