Abstract

The article analyzed the Tesla Virtual Power Plant (VPP) and its influence on urban planning law. It identified the externalities of VPPs and possible forms of urban protection, with the aim of ensuring the compatibility of socio-economic-environmental development. The deductive method was used, with bibliographic research. The VPP was analyzed, based on the economic analysis of law and the city statute and the master plan were observed in defense of urban planning law. The influence of the VPP on urban planning law was verified and the norms of the city's statute, which influence the aforementioned plants, were examined. It was observed that the VPP influences urban planning law, as it guarantees energy self-sufficiency, with sustainable and clean electrical energy. It also increases energy security by avoiding blackouts and fluctuations in the city's network, in addition to reducing the cost of backup generators and generating profits for users. Negatively, the VPP influences the city's architectural diversity, the increase in garbage and possible heat waves near the solar panels. It was concluded that the City Statute and the Master Plan have measures capable of reducing the negative externalities of the installation of VPPs, such as the neighborhood impact study, the environmental impact study and environmental zoning.
